The Act establishes rules for the administration of elections and amends several election laws, particularly regarding the format of ballots and the use of electronic petitions. Under the new provisions, candidates in parliamentary and presidential elections will have separate ballots; voters will place a single, unaltered ballot in the envelope, and the vote count will be adjusted accordingly. Regarding election administration, a barcode for previewing the ballot is added, and the Ministry of the Interior must develop a tool for electronic petitions within 12 months. At the same time, the previous transitional rules are being amended: the original reference to the 2026 elections is being replaced by a general deadline for elections held on or after January 1, 2028.

The Act postpones one deadline in the Building Act from 2026 to 2027. This is a simple amendment whose main effect is to postpone the effective date or application of the relevant provision of Section 334b(1). This amendment takes effect on the day following its promulgation.

The Act grants the government the authority to temporarily regulate fuel prices in the event of an extraordinary market situation on the domestic market. The government may issue a price decree for a maximum of 12 months and extend it repeatedly; however, it may not set a minimum or fixed price. At the same time, the Act on Prices is being amended to allow the government to issue price decrees as government regulations; the rules governing their publication in the Collection of Laws and their effective dates are also being revised. The Act takes effect upon publication, thereby enabling rapid government intervention in fuel prices.

The Act amends the rules governing social services and benefits for persons with disabilities, particularly in proceedings concerning care allowances and mobility allowances. It introduces the possibility of mitigating hardship when applying EU rules to care allowances for persons residing in the Czech Republic who do not receive a similar benefit from another EU country, adjusts the obligations of applicants, and transfers certain tasks between the Labor Office and the regional social security administration. The mobility allowance is increasing from CZK 2,900 to CZK 3,000, and authorities will adjust it automatically starting in 2027 without requiring a new application. At the same time, certain earlier changes in related amendments are being repealed or postponed, including the postponement of part of the effective date from July 1, 2026, to June 1, 2028.

The Act amends the rules governing state social assistance, primarily with regard to the parental allowance, the prenatal parental allowance, and assistance for parents who are students. It introduces and clarifies digitized procedures, electronic filing, delivery, and case management, while some of the previous provisions are repealed or transferred between digitized and non-digitized benefits. For example, the monthly amount of the prenatal parental allowance is now set at CZK 15,000, along with rules for settlement after the child’s birth and the refund of overpayments. At the same time, selected provisions of Amendment No. 152/2025 Coll. are repealed, and the effective dates of the changes are spread across 2026 and 2027.

The Act expands the option of a one-time settlement for supplementary pension savings and, similarly, for supplementary pension insurance for certain participants with older contracts who have not yet met the standard conditions for payment. At the same time, it introduces transitional rules to ensure that affected participants do not lose their state contributions or their funds if their savings accounts were terminated in the interim period before the Act took effect. Due to this change, the tax regime is being amended in the Income Tax Act; the requirement to reach the age of 60 and the tax exemption for certain payments are now explicitly addressed. The result is easier access for some participants to a lump-sum payment and the elimination of the unfavorable tax and administrative impacts of the previous system.

The Act primarily amends the housing support system: it transfers a number of responsibilities from contact points to the Labor Office, repeals certain existing procedures and guidelines, and further digitizes the submission of applications, decision-making, and case management. At the same time, it expands the group of individuals eligible to apply for the registration of a need for support measures, including asylum seekers, recipients of subsidiary protection, and certain foreign nationals with residence permits, and introduces a priority procedure for particularly urgent cases, especially those involving domestic violence, for families with children, and for people experiencing homelessness. Significant changes are being made to housing registries and reporting requirements, while certain provisions and related government regulations are being repealed. Furthermore, the Labor Office’s jurisdiction in the area of housing support is being expanded, and a transitional period is being introduced for entrepreneurs in the field of counseling psychotherapy.

Starting in 2026, the law reduces the minimum monthly assessment base for self-employed individuals’ pension insurance and employment contribution advance payments from the planned 40% of the average wage to 35% of the average wage. The main impact is a lower mandatory advance payment for self-employed individuals engaged in their primary activity and an adjustment to the rules for the flat-rate regime for the year 2026. At the same time, a transitional period is being addressed: overpayments made before the law takes effect may be refunded by the Social Security Administration upon request, and a portion of the corresponding debts and penalties will be waived. The law takes effect on the first day of the month following its promulgation.
