Document 89 - Amendment to the Act on Budgetary Rules

Published date: 27.01.2026 |Processed date: 27.01.2026 |Session 10

Summary

The Act changes the rules for handling pension reserve funds. It removes the possibility to use these funds directly for the payment of pensions in order to avoid circumventing the purpose of the reserve and dissolving surpluses. It maintains their use to cover the pension deficit and now allows them to be used for subsidised investments in social infrastructure. The objective is the long-term sustainability of the pension system and the response to demographic developments.

Government Opinion on Parliamentary Document No. 89/0

Processed date: 25.02.2026
The document contains the government’s dissenting opinion on the MPs’ proposal to amend the budget rules concerning the pension reserve. The Government points out that its own Bill abolishes the Special Reserve Account from 2027, which would render the Parliamentary proposal irrelevant. It also criticises the possibility of using the reserve to invest in social infrastructure as unsystematic, risky and contrary to the principles of multiannual budgeting. It also argues that the proposal inappropriately interferes with the systematics of the budgetary rules and does not address the long-term use of the infrastructure financed.
