The government has taken a disapproving position on the MPs’ draft amendment to the Water Act regulating systems of domestic wastewater treatment plants. It states that the proposal is legally unclear, difficult to apply and contains flawed definitions of ownership, operation and access to land. It also criticises logical inconsistencies in the determination of the operator and redundant or vague contractual arrangements. The Government recommends that regulation should await the EU implementing acts for the Urban Waste Water Treatment Directive.
