Summary
The amendment refines the definition of ecological damage, especially for water and biodiversity, to make the law more applicable in practice and clearly distinguish it from other environmental legislation. It strengthens the procedural rules for the imposition of preventive and remedial measures, including the possibility of state intervention and funding from the Fund if the originator is unknown. It introduces mandatory reporting and recording of risk assessments of operators and expands the range of offences and the level of penalties. It also unifies the remit of the Czech Environmental Inspectorate and clarifies the role of expert nature protection bodies.
