Final law
The law changes the rules for redistributing public health insurance payments for June 2026 to support the financial balance of the system. The June payment to the General Health Insurance Fund is reduced by CZK 7.879 billion. In turn, the same amount will be distributed to occupational health insurance companies according to the proportion of their standardised insured. The law takes effect the day after its promulgation.

The aim is to address the imbalance in the financing of health insurance caused by the high number of Ukrainian refugees at the VZP ČR. The Committee supports one of the amendments and rejects the proposal to reject the bill.

The amendment modifies the redistribution of public health insurance funds in 2026 to more fairly reflect the different financial benefits of insuring refugees from Ukraine by different health insurance companies. It introduces a one-off, calculation-only increase in the redistributed amount of CZK 13.14 billion in June 2026, while at the same time reducing each insurance company’s monthly payment individually according to its “profit” from these insured persons. The measure is intended to stabilise the system without actually transferring money to a special account and to protect the cash flow of insurance companies.
