Publication number: 71/2026
Submitters: Adam Vojtěch

Summary

The law regulates the redistribution of funds in public health insurance in 2026 due to the imbalance caused by the concentration of refugees from Ukraine at VZP CR. In March 2026, VZP CR will see a one-off reduction of monthly payments of CZK 7.879 billion, which will be distributed among employee health insurance companies. The aim is to stabilise funding, ensure payments to care providers and maintain the availability of health services. The measure responds directly to the specific situation of foreigners with temporary protection, mostly Ukrainian refugees.

Proposal 338

70 - 338 - Tom Philipp

The amendment modifies the redistribution of public health insurance funds in 2026 to more fairly reflect the different financial benefits of insuring refugees from Ukraine by different health insurance companies. It introduces a one-off, calculation-only increase in the redistributed amount of CZK 13.14 billion in June 2026, while at the same time reducing each insurance company’s monthly payment individually according to its “profit” from these insured persons. The measure is intended to stabilise the system without actually transferring money to a special account and to protect the cash flow of insurance companies.
