Summary

The proposal expands the scope of the Supreme Audit Office so that it can audit the management of legal entities established by law that provide public service in television and radio broadcasting, i.e. in particular Czech Television and Czech Radio. The aim is to increase transparency and independent external control of their management. It is now to be possible to carry out audits also for the period before the law came into force. Effectiveness is proposed from 1 July 2026.

The government agrees with the proposal. The proposal expands the provisions of the Act on the Supreme Audit Office in light of changes to its jurisdiction, particularly with regard to public service entities in radio and television broadcasting. However, the government requests that the effective date of this Act be aligned with the effective date of the related constitutional amendment, so that the ordinary law does not take effect before the constitutional amendment. The main impact is to promote greater external oversight of financial management while maintaining the constitutional consistency of the legislation.
