This is the government’s dissenting opinion on a parliamentary bill to amend the Act on the Protection of Health from the Harmful Effects of Addictive Substances. The government objects to the bill’s new requirement to establish an advisory body and to explicitly assign a coordinating role to the Office of the Government, as it believes this would limit the executive branch’s autonomy and increase the rigidity of the civil service. At the same time, it refers to its earlier decision to transfer part of the responsibilities from the Office of the Government to the relevant ministries for the sake of efficiency and to prevent duplication. It also points out legislative technical shortcomings in the bill.
