Summary
The proposal changes the rules on radio and television fees and significantly expands the range of persons and entities that will not pay them. People over 75 years of age, holders of TP, ZTP and ZTP/P cards, dependent children and some providers of social and health services are to be exempted from the fees; at the same time, the non-payment threshold for entrepreneurs and legal entities is increased from 24 to 50 employees and the band for 25 to 49 employees is abolished. The proposal also amends the registration and penalty rules so that newly exempt persons and smaller entities do not have to register unnecessarily or are not penalised. The document also mentions foreigners marginally during registration and among the existing exemptions, but does not fundamentally change their regime. The law also contains provisions relating to foreigners and their rights or obligations.
