Summary

The draft amendment to the Construction Act extends the transitional period for the use of alternative information systems in construction proceedings and spatial planning. Specifically, the deadline for the so-called “bypass” of digitisation for the National Geoportal for Spatial Planning is changed from 30 June 2026 to 30 June 2027. The aim is to allow more time for the adaptation and stabilisation of digital systems for construction administration. The law is to take effect immediately after promulgation to maintain legal certainty in the land use planning processes.

The Act postpones one deadline in the Building Act from 2026 to 2027. This is a simple amendment whose main effect is to postpone the effective date or application of the relevant provision of Section 334b(1). This amendment takes effect on the day following its promulgation.
