The Act amends the rules governing state social assistance, primarily with regard to the parental allowance, the prenatal parental allowance, and assistance for parents who are students. It introduces and clarifies digitized procedures, electronic filing, delivery, and case management, while some of the previous provisions are repealed or transferred between digitized and non-digitized benefits. For example, the monthly amount of the prenatal parental allowance is now set at CZK 15,000, along with rules for settlement after the child’s birth and the refund of overpayments. At the same time, selected provisions of Amendment No. 152/2025 Coll. are repealed, and the effective dates of the changes are spread across 2026 and 2027.

After examining the proposal, it adopted a favourable opinion on the submitted proposal. The document therefore expresses the Government’s official support for this legislative proposal. The opinion itself does not contain further substantive changes, but merely confirms the Government’s agreement with the proposal.

Resolution of the Committee on Social Policy on Parliamentary Print No. 124/0
Processed date: 29.04.2026The Committee on Social Policy recommends that the Chamber of Deputies approve the draft amendment to the Act on State Social Support and related legislation. The resolution itself does not contain substantive changes to the text of the law, but expresses support for the main proposal and authorises the rapporteur to submit it and to make legislative technical amendments. It is therefore a procedural step in the legislative process.

One version increases its total amount from CZK 350 000 to CZK 420 000 and introduces regular indexation, while another newly links it to the minimum wage; transitional rules are also added for ongoing entitlements. Another proposal regulates the payment of the allowance before birth and clarifies the obligation to provide proof of personal care after the birth of the child, otherwise the entitlement will retroactively expire on the date of birth.

Resolution of the Committee on Social Policy on Parliamentary Document 124/0
Processed date: 13.05.2026This is a resolution of the Guarantee Committee on the amendment to the Act on State Social Support. The Committee recommends that the House of Commons vote on the amendments at third reading and then on the Act as a whole in the order indicated. It had taken a non-recommendatory position on Amendments A1 and A2, and had not taken a position on Amendment B; it had also instructed the rapporteur and the Chair to proceed.

Proposal 1023
124 - 1023 - Zdeňka Blišťanová
The amendment modifies the parental allowance before the birth so that there is no loss of support if the child is born in the month after the expected due date; in such a case, the benefit is also due for this intermediate month. At the same time, it amends the previous rule whereby a parent had to make a new application after the birth and provides for an automatic transition to the normal parental allowance. However, the parent must provide evidence of personal full-time and proper care of the child in time, otherwise entitlement will cease on the date of birth. According to the explanatory memorandum, the proposal does not increase the total amount paid or the state’s expenditure, but only changes the timing of payment and reduces administration.

The amendment increases the total amount of the parental allowance from CZK 350 000 to CZK 420 000; the increase will be doubled for multiples. At the same time, it introduces regular annual indexation according to price increases and part of the increase in real wages, so that the benefit does not lose value. It provides for a transitional increase to CZK 375,000 or CZK 400,000 depending on the date of birth or adoption of the child, starting from 1 July 2026.

The amendment changes the parental allowance from a fixed amount to an amount linked to the minimum wage. The total amount is changed from CZK 350 000 to 20 times the minimum wage, for multiples from twice CZK 350 000 to 40 times the minimum wage, and the monthly limit is changed from CZK 15 000 to one twenty-fourth of the total amount. At the same time, it introduces transitional rules for previously accrued entitlements and increases them to CZK 375,000 or CZK 400,000, depending on the date of birth of the child, with effect from 1 July 2026.
