Summary

The bill establishes a uniform statewide framework for regulating the use of cell phones and other electronic devices in schools. It provides for a legal ban on their use during school hours, particularly for children under 10 years of age, and restrictions up to 15 years of age, with exceptions for teaching, teacher discretion and health reasons. The law gives schools the backing to temporarily remove devices when rules are broken and unifies previously divergent practices between schools. The goal is to protect concentration, quality of instruction, and healthy development of children.

The government has issued a disapproving opinion on the MPs’ proposal to restrict by law the use of mobile phones in schools during school hours. According to the government, the current education law already allows schools to regulate phones through school rules and instead of a blanket ban, methodological support for schools is preferable. According to the government, the proposal contains a number of ambiguities and legislative errors, for example in determining which schools and pupils it should apply to, in defining exceptions for health reasons, and in defining teaching hours. The government also warns that the proposal may complicate the use of pupils’ own devices in lessons and place an unnecessary burden on schools.
