Document 103 - Amendment to the Act on Electronic Acts and Authorized Conversion

The Government has expressed its opposition to a bill that would automatically and free of charge set up data mailboxes for foreigners receiving social security benefits or pensions. It warns that the measure may discriminate against Czech citizens and some foreigners and may be in breach of EU law or international treaties. It also criticises the practical problems - the language barrier, the lack of technology for some foreigners, the complications of delivering access and the high administrative and financial costs. According to the government, the proposal is unsystematic, does not sufficiently analyse the impact and does not address a number of practical situations related to the registration and management of data boxes.
